“一带一路”智库合作联盟（下称“智库联盟”）成立于2015年4月8日，是为配合“一带一路”合作倡议，由中共中央对外联络部，联合国务院发展研究中心、中国社会科学院、中国国际经济交流中心、北京大学、复旦大学搭建的智库平台。智库联盟秘书处设在中联部当代世界研究中心，中共中央对外联络部副部长马辉为理事会理事长，当代世界研究中心主任王立勇为理事会秘书长，内设国际顾问委员会，委员包括波黑部长会议前主席兹拉特科·拉古姆季亚，埃及前总理伊萨姆·沙拉夫，法国前总理多米尼克·德维尔潘，社会党国际荣誉主席、希腊前总理乔治·帕潘德里欧，印度尼西亚前国会议长、总统顾问委员会成员阿贡·拉克索诺，伊拉克前总理伊亚德·阿拉维，意大利前总理马西莫·达莱马，马达加斯加前总理、前国家元首拉齐拉胡纳纳·诺尔贝尔·拉拉，蒙古国前总理仁·阿玛尔扎尔格勒，斯洛文尼亚前总统达尼洛·图尔克，坦桑尼亚前总理米曾戈·平达，泰国前国会主席颇钦·蓬拉军等前政要。
目前，智库联盟聚拢了中国研究“一带一路”较高水平的160家研究机构和高校、141家“一带一路”沿线国家的主流智库。智库联盟成立以来，以“传承丝路精神、服务一带一路”为宗旨，围绕“一带一路”建设开展战略研判、政策分析、项目评估等工作，发挥搭台、宣介、咨政、服务功能，为推动中国和沿线国家涉“一带一路”的政府决策、经贸合作、人文交流、地区繁荣发展贡献智慧力量。
Silk Road Think Tank Association (SRTA) was established on April 8, 2015 by International Department of CPC Central Committee (IDCPC) jointly with Development Research Center of State Council (DRC), Chinese Academy of Social Sciences (CASS), China Center for International Economic Exchanges (CCIEE), Peking University and Fudan University to promote the Belt and Road Initiative. China Center for Contemporary World Studies (CCCWS) serves as SRTA Secretariat. Ma Hui, Vice Minister of IDCPC serves as Chairman of SRTA Council and CCCWS Director Wang Liyong the Secretary General. The Council has established International Advisory Board engaging former Prime Minister of Bosnia and Herzegovina Zlatko Lagumdzija, former Prime Minister of Egypt Essam Sharaf, former Prime Minister of France Dominique de Villepin, former Prime Minister of Greece and President of Socialist International George Papandreou, former Speaker of the People’s Representative Council and Member of Presidential Advisory Council of Indonesia Agung Laksono, former Prime Minister of Iraq Ayad Allawi, former Prime Minister of Italy Massimo D’Alema, former Prime Minister and former Head of State of Madagascar Ratsirahonana Norbert Lala, former Prime Minister of Mongolia Rinchinnyamyn Amarjargal, former President of Slovenia Danilo Turk, former Prime Minister of Tanzania Mizengo Pinda, former President of Thailand Parliament Bhokin Bhalakula.
SRTA currently includes 160 Chinese research institutions studying the Belt and Road Initiative and over 141 foreign think tanks from countries along the Belt and Road. In the purpose of carrying forward Silk Road Spirit and serving Belt and Road Initiative, SRTA makes strategic judgment, policy analysis, project assessment and plays roles of platform builder, publicity window, policy advisor and service provider concerning the Belt and Road Initiative, while facilitating government policy-making, economic and trade cooperation, people-to-people bonds and prosperity in countries along the Belt and Road.
